Key takeaways
- The FIB Headquarters is a specific skyscraper in Pillbox Hill, not a synonym for the whole district.
- It stands at Power Street and San Andreas Avenue, beside the IAA Headquarters.
- Story Mode access is centred on Cleaning out the Bureau, Architect’s Plans and The Bureau Raid.
- The Bureau Raid has two approaches Covert and Roof Entry. The choice changes the preparation missions, route through the building and some crew risks.
- The headquarters has a nominal 53 above-ground floors, although its directory and elevator display contain inconsistencies.
- In GTA Online, the same building appears in several heist and contract missions, but it is not converted into a normal purchasable office or unrestricted public interior.

Introduction
The FIB Building, formally the FIB Headquarters, is one of the most important government locations in Grand Theft Auto V. It stands in Pillbox Hill, the western half of Downtown Los Santos, immediately beside the IAA Headquarters. Although the building is visible throughout the game, most of its interior is normally inaccessible outside missions, making it primarily a story location rather than a freely explorable public building.
In Story Mode, the FIB Headquarters is the destination of the Bureau Raid, the fifth major heist. Michael, Franklin and their selected crew enter the building to steal evidence that Steve Haines can use against Michael and Dave Norton. Depending on the chosen approach, the player either infiltrates the building disguised as firemen or lands on the roof and fights down through the upper floors.
The building also matters as a landmark for exploration challenges, a location for a Knife Flight, a backdrop for several government-related missions and one of the clearest examples of the game’s distinction between visible architecture and mission-loaded interiors.
Location and boundaries
The building itself
The FIB Headquarters occupies a large tower in central Pillbox Hill. Its principal position is at the junction of Power Street and San Andreas Avenue, directly next to the IAA Headquarters. The building is therefore in the commercial and governmental core of Downtown Los Santos, rather than in the adjacent neighbourhoods of Little Seoul, Textile City or Mission Row.
The FIB Headquarters should not be treated as the whole of Pillbox Hill. Pillbox Hill is a large neighbourhood extending across much of western Downtown Los Santos. It borders Strawberry and Chamberlain Hills to the south, Little Seoul to the west, Burton and Alta to the north, and Textile City and Legion Square to the east. It includes many other skyscrapers, businesses, transport links, medical facilities and construction sites.
Pillbox Hill context
Pillbox Hill is Los Santos’ principal commercial and financial district. It contains corporate towers and government buildings belonging to organisations such as Maze Bank, Union Depository, Lombank, Penris and other fictional companies. This explains why the FIB and IAA towers are placed there: the district represents the administrative and institutional centre of the city.
The broader district has several named places that are useful when navigating to the FIB:
These are neighbouring or district-level locations, not rooms or departments inside the FIB Headquarters.
Pillbox Hill context
Roads and approaches
The most reliable surface approach is from the surrounding Downtown street grid.
Power Street
Power Street runs past the FIB and IAA towers and is the most useful road for identifying the buildings from street level. It is also part of the surrounding route used by law enforcement and mission vehicles during the Bureau Raid aftermath.
San Andreas Avenue
San Andreas Avenue forms the other major reference point for the building’s position. It is especially useful when approaching from Little Seoul or the western side of Downtown.
Other useful Pillbox Hill roads
These roads belong to the wider Pillbox Hill area. They should not all be read as roads directly bordering the FIB tower.
Public transport and parking
Pillbox Hill is served by Los Santos Transit buses. The district also contains Pillbox South Station and the unfinished Pillbox North Station. The latter is particularly relevant to exploration and collectibles, but it is not a normal entrance into the FIB Headquarters.
The Pillbox Hill Public Parking Lot is a useful nearby vehicle area in the broader district. It lies around Alta Street and Vespucci Boulevard, has several vehicle entrances and connects with nearby pedestrian routes. It is not part of the FIB compound.
Building design and internal hierarchy
The FIB Headquarters is presented as a heavily secured skyscraper with a public lobby, controlled lifts, offices, communications areas, administrative floors and server facilities. The game’s visible directory lists the following broad internal arrangement:
The directory does not present every floor in a fully consistent manner. The building is nominally described as having 53 floors above ground, while the elevator panel incorrectly displays 59 floors and cannot normally travel to all of them. The game also uses mission-specific interior areas and loading states rather than treating the entire tower as one continuously accessible interior.
Notable interior areas
The most important areas seen in Story Mode are:
The exact route depends on the selected Bureau Raid approach. The building’s floor labels are useful for understanding the fiction, but the mission does not provide unrestricted access to every listed department.
Building design and internal hierarchy
| Level | Stated use |
|---|---|
| B | Basement and maintenance |
| 1/L | Street-level main entrance and lobby |
| 1–10 | Fingerprint Archive and Forensic Psychiatry |
| 11–20 | Anti-Terrorism Unit, Witness Protection and Micro Film |
| 31–40 | Restaurant or store, armoury, lie detectors and psychology |
| 41–46 and 48 | Case Investigations |
| 47 | Legal Affairs |
| 49 | Communications |
| 50 | Case Investigations |

Residents, staff and factions
FIB
The Federal Investigation Bureau is the building’s controlling organisation. In GTA V it is a fictional counterpart to the FBI and operates as a federal investigative agency with jurisdiction and political influence in San Andreas.
Dave Norton and Steve Haines are not permanent residents in a free-roaming sense. They are story characters whose relationship with the building is established through missions and dialogue.
Ordinary occupants
The building contains civilian staff, office workers, maintenance personnel and security-related NPCs in mission scenes. Their presence varies by mission state. They are not generally permanent, interactable residents and should not be treated as a standard population directory.
During The Bureau Raid, FIB agents become enemies according to the selected approach. Outside mission contexts, FIB personnel are not simply equivalent to ordinary police officers, and the game does not consistently treat every suited FIB employee as active law enforcement.
Police and emergency services
The Los Santos Police Department and emergency responders appear around the building during the Bureau Raid’s aftermath. These are mission-generated forces rather than a permanent special security encounter at the tower.
FIB: Important FIB-associated characters include
Cleaning out the Bureau
Cleaning out the Bureau begins at Darnell Bros. in La Mesa and sends Michael to the FIB Building to identify and follow janitor Harvey Molina. The mission is a surveillance and preparation sequence rather than an interior assault.
Objectives
For the Gold Medal, the player must check all licence plates, stay far enough behind Harvey to avoid detection and complete the mission within nine minutes.
The mission establishes the building as the target and provides the identity card needed for the covert plan.
Objectives
- 01Travel to the FIB Building.
- 02Wait for the janitor’s car.
- 03Check the relevant vehicles and number plates.
- 04Follow Harvey without being detected.
- 05Follow him to his apartment.
- 06Return to the car.
- 07Go back to the garment factory.
- 08Enter the office.
Architect’s Plans
Architect’s Plans is the decisive setup mission for choosing how the Bureau Raid will be conducted. Franklin follows architect Chip Peterson from the Mile High Club construction site and takes the briefcase containing the FIB blueprints.
Chip’s fate does not alter the main storyline. He is significant because he is described as the architect of the FIB Headquarters and the only person outside FIB leadership known to possess a copy of the plans.
After Franklin returns to Darnell Bros., the player selects one of two approaches.
Approach comparison
The choice is permanent for that playthrough’s heist setup, although the mission can later be replayed from the pause menu.
Approach comparison
| Approach | Entry method | Extra preparation | Main route |
|---|---|---|---|
| Covert | Enter while posing as firemen | Fire Truck and Getaway Vehicle | Lobby, lift, 49th floor, planted explosives, evacuation |
| Roof Entry | Land on the roof by helicopter | No additional setup missions | Roof, skylight, upper floors, firefight and escape |
The Bureau Raid: Covert approach
The Covert approach uses a fire truck and fire service disguises. Michael enters the building using Harvey Molina’s identification and reaches the 49th floor. He is initially disguised as a janitor and must clean offices before planting bombs.
Main sequence
The cleaning section is timed for the Gold Medal. The alarm and evacuation provide the cover for the crew, but the building becomes increasingly dangerous once the explosives detonate. The player must move quickly through corridors and stair or lift areas while dealing with panicking staff, fire and armed response.
Crew survival
Crew selection affects both the heist payout and whether gunmen survive the escape. Lower-cost or inexperienced gunmen can die during the retreat unless paired or selected carefully. Karim Denz can also arrive late or use a different escape vehicle depending on his previous experience.
The Covert approach therefore offers a disguise-based entry but is not automatically safer. The escape can produce significant crew losses.
Main sequence
- 01Drive to the FIB Headquarters.
- 02Enter through the main entrance.
- 03Show the stolen identification.
- 04Take the lift to the 49th floor.
- 05Collect the mop and bucket.
- 06Clean the marked areas.
- 07Plant explosives in the designated rooms.
- 08Trigger the operation after Franklin and the crew arrive.
- 09Escape through the building while alarms and emergency lighting operate.
- 10Reach the basement and flee in the fire truck.
- 11Lose the police and deliver the stolen material.
The Bureau Raid: Roof Entry approach
The Roof Entry approach avoids the Fire Truck preparation. The crew lands on the roof, enters through the skylight and fights through the upper levels.
Main sequence
The roof contains the 53rd-floor skylight used as the entry point. The route exposes the crew to FIB gunmen and emergency responses almost immediately, but it avoids the covert approach’s cleaning and fire-truck preparations.
Main sequence
- 01Approach the FIB Headquarters by helicopter.
- 02Land on the roof.
- 03Enter through the roof skylight.
- 04Fight through the upper floors.
- 05Reach the target files or containment drive.
- 06Defend the hacker while data is recovered.
- 07Escape through the damaged building.
- 08Rappel or descend through the building.
- 09Reach the ground and lose the police.
Rewards and progression
The Bureau Raid pays Franklin rather than Michael or Trevor. The reported Franklin reward range is approximately $149,392 to $242,346, depending on approach, crew selection and losses.
After a Bureau Raid that damages the structure, portions of the exterior can appear boarded up or visibly damaged. The exact appearance depends on the approach and mission state.
Completion unlocks or contributes to
Collectibles and challenges
Knife Flight
One of the 15 Knife Flight challenges takes place between the FIB Headquarters and the IAA Headquarters. The player must use a fixed-wing aircraft, not a helicopter, and fly with the wings held vertically through the gap. Eight Knife Flights count towards 100% completion, while all 15 contribute to the Close Shave achievement or trophy alongside the Under the Bridge challenges.
Practical method
The challenge is easier with a smaller aircraft than with a large jet. Avoid attempting it during a wanted level or while mission enemies are active.
Nearby Pillbox Hill collectibles
These are in the wider district, not necessarily inside the FIB Headquarters:
These placements are district-level entries and should not be confused with FIB interior collectibles.
Practical method
- 01Use a small, responsive aircraft.
- 02Approach from a direction that gives a clear line between the two towers.
- 03Gain enough height to avoid street-level obstacles.
- 04Roll the aircraft onto its side.
- 05Maintain a steady throttle and fly through the gap.
- 06Recover immediately after clearing the buildings.

GTA Online differences
GTA Online uses the FIB Headquarters in several mission contexts, but it does not turn the tower into a normal player-owned property.
The Contract
In The Contract, the Data Recovery setup sends players to the roof of the FIB Building. The team accesses the skylight, locates the communications room, installs software on a computer, steals a hard drive and escapes before delivering it to the Agency.
The Diamond Casino Heist
During the Hacking Device preparation, the device can be located at the FIB Building or at the NOOSE Headquarters. This is a mission-specific infiltration and does not create permanent free-roam access.
Other Online appearances
The interiors and enemy layouts can differ from Story Mode because GTA Online loads mission-specific versions of the building.
Access outside missions
The FIB Headquarters is not intended to be freely entered in ordinary Story Mode. Some game versions and mission states have allowed players to reach interior sections through collision faults, rooftop access irregularities or other exploits. These methods are not reliable progression mechanics and can be patched or behave differently between original and enhanced releases.
These are best treated as glitches, not official access routes. The building’s normal access is mission-controlled.
Nearby named directory
The following entries belong to the broader Pillbox Hill setting and are useful when locating or contextualising the FIB. They are not all physically part of the headquarters.
Businesses and storefronts recorded in Pillbox Hill
These names are present in the wider district as businesses, offices or decorative storefronts. Their appearance does not guarantee that the player can use their services.
The district directory comes from Pillbox Hill’s broader location listing. It should not be read as evidence that the FIB Headquarters contains shops, restaurants or purchasable offices.

Lore and real-world inspiration
The FIB Headquarters is part of the game’s satirical depiction of federal power. Its proximity to the IAA Headquarters creates a visual pairing between rival or competing intelligence agencies. Both towers use similar architectural language, reinforcing their institutional relationship while helping players identify them as neighbouring government buildings.
Pillbox Hill itself is based on Bunker Hill in Los Angeles. The FIB tower appears to draw from the California Plaza skyscrapers, particularly the high-rise forms associated with One California Plaza and Two California Plaza. The game alters the proportions and fictional branding to create a taller, more dramatic landmark for Los Santos.
The building’s inconsistent floor count is also a useful example of GTA V’s approach to environmental storytelling. The visible directory, elevator panel, mission interiors and exterior tower do not form a perfectly consistent architectural simulation. They combine fictional bureaucratic detail with spaces built specifically for set-piece missions.
Suggested exploration route
For a Story Mode visit that covers the location without confusing it with the whole district:
Suggested exploration route: steps
- 01Start at the FIB entrance on the Power Street and San Andreas Avenue side.
- 02Walk around the plaza and identify the IAA Headquarters immediately beside it.
- 03Follow the surrounding streets to find the building’s relationship with the Downtown tower cluster.
- 04Travel towards the Mile High Club construction site if you want to connect the area with Architect’s Plans.
- 05Visit the unfinished Pillbox North Station for its separate district collectible.
- 06Check the Pillbox Hill Medical Center and nearby stunt-jump locations.
- 07Return to the FIB and attempt the Knife Flight only with a suitable fixed-wing aircraft.
- 08Replay The Bureau Raid from the mission replay menu to compare the Covert and Roof Entry interiors.
