Key takeaways

  • Banning is a neighbourhood, not the whole Port of Los Santos The Port of South Los Santos, Elysian Island, Terminal and nearby industrial districts remain separate areas.
  • Its documented borders are Davis to the north, Rancho to the east, Elysian Island to the south and the Port of South Los Santos to the west.
  • The defining Story Mode location is the warehouse on Dutch London Street, used in By the Book.
  • The main named roads are Autopia Parkway, Dutch London Street and Signal Street.
  • The Secure Unit Storage Facility is the principal named business or facility listed within Banning. It is not a normal player-purchasable property in Story Mode.
  • Banning has limited standalone activities Most of its gameplay importance comes from missions, travel routes and industrial scenery rather than shops, collectibles or permanent side activities.

About this guide

Scope: Grand Theft Auto V Story Mode, with clearly labelled notes for GTA Online where the same location has relevant additional uses. Evidence note: Banning is a relatively small neighbourhood. The most securely documented named content is its three streets, the Secure Unit Storage Facility and the warehouse used in By the Book. Some fan-made location indexes describe additional port infrastructure in broad terms, but do not consistently distinguish Banning from the neighbouring Port of South Los Santos, Elysian Island and Cypress Flats. Those areas are therefore treated separately here rather than folded into Banning.

Overview

Banning is a compact industrial neighbourhood in southern Los Santos. It sits between the poorer inland districts of Davis and Rancho and the large port complex stretching south and west towards Elysian Island and the Port of South Los Santos. Unlike Davis or Rancho, Banning is not primarily residential or gang-territorial. Its identity comes from freight movement, storage yards, warehouses and roads built to carry industrial traffic.

The district is most important in Story Mode because of By the Book, the controversial FIB mission in which Michael De Santa and Trevor Philips meet Steve Haines and Dave Norton at a warehouse off Dutch London Street. Outside that mission, Banning is easy to overlook because it has few conventional shops, no protagonist safehouse and no substantial public attraction. It is nevertheless a useful navigation link between South Los Santos, the airport, Maze Bank Arena and the port.

Banning appears in both Grand Theft Auto V and Grand Theft Auto Online. The neighbourhood itself does not become a separate, player-owned industrial hub in Story Mode, although GTA Online uses nearby docks and storage areas for freemode work and supply missions.

Boundaries and regional hierarchy

Banning belongs to Los Santos, within the broader southern part of the city commonly described as South Los Santos. South Los Santos is a larger geographical grouping, not a single neighbourhood. It includes Banning, Rancho, Strawberry and Chamberlain Hills, as well as the incorporated city of Davis.

This distinction matters when navigating. A player travelling from Davis towards the waterfront may pass through Banning without receiving a dramatic visual transition. Industrial architecture, railway and road infrastructure can make the boundaries feel less obvious than those of residential neighbourhoods. The map label, rather than a change in building style alone, is the safest way to confirm that the player is in Banning.

These borders should not be expanded to include the entire port. The Port of South Los Santos is separately named, while Elysian Island is a distinct industrial island to the south.

Banning’s named subareas

No separately named internal sub-neighbourhoods of Banning are securely established in the location sources consulted. The district is best treated as one small industrial area containing roads, storage premises, warehouses and access routes.

The following nearby places are not subareas of Banning:

Some modern fan indexes describe Banning as adjacent to Cypress Flats or refer to general port facilities as if they were inside the district. Because the more specific neighbourhood references place the western boundary at the Port of South Los Santos and the southern boundary at Elysian Island, those locations are kept separate here.

Banning’s named subareas

Geography and visual character

Banning is dominated by working infrastructure rather than residential streets. Its environment consists of:

The area has little of the visual branding found in Vinewood, Rockford Hills or Vespucci. Its architecture is functional, with large blank-sided buildings and open yards designed to suggest logistics and heavy industry. The district’s economic role is implied through this layout rather than explained through a large number of accessible interiors.

The industrial character also explains why Banning is useful in missions. It offers secluded warehouses, vehicle access and enough space for surveillance, meetings and hostile encounters without placing those scenes in a busy shopping district.

Real-world inspiration

Banning is generally associated with Wilmington, a real Los Angeles neighbourhood known for port-related industry. The resemblance is thematic rather than exact. In both places, the dominant impression is a working waterfront and freight economy rather than a tourist-facing city centre.

The name “Banning” may also evoke the real-world Port of Los Angeles area and the Banning family’s historical connection with Southern California transport, but the sources consulted do not establish a specific in-game building or direct one-to-one landmark correspondence. That should not be treated as confirmed lore.

Roads and access routes

Autopia Parkway

Autopia Parkway is the most useful through-route associated with Banning. It runs from Davis Avenue in Davis towards Greenwich Parkway near Los Santos International Airport, passing through or alongside several industrial and transport-heavy areas, including Banning, Maze Bank Arena, Elysian Island and La Puerta. It also connects with Dutch London Street and Exceptionalists Way.

For practical navigation, Autopia Parkway is the best route when travelling:

Its broad road design makes it more suitable for vans, trucks and getaway vehicles than the tighter residential streets farther inland.

Dutch London Street

Dutch London Street is the key mission road in Banning. The warehouse used in By the Book is described as being off Dutch London Street. The street is therefore the most important named route for Story Mode players who want to revisit the mission location.

The road is also relevant in GTA Online, where a dock southeast of Dutch London Street can appear as a location in certain supply-stealing missions. This is an Online activity location, not a permanent Story Mode mission or a separate named business.

Signal Street

Signal Street is one of the three streets specifically listed as being in Banning. It is a local industrial road rather than a major citywide destination.

Businesses, facilities and buildings

Secure Unit Storage Facility

The Secure Unit Storage Facility is the principal named business or facility documented within Banning. It is a storage site rather than a conventional shop. There is no verified Story Mode evidence that the player can purchase it, use it as a garage or access it as a normal public interior.

The facility is associated with Autopia Parkway in location listings. Autopia Parkway also contains other named premises outside Banning, including Auto Repairs in Elysian Island and storage premises near Los Santos International Airport. Those should not be counted as Banning businesses merely because they share the same road.

Warehouse off Dutch London Street

The warehouse off Dutch London Street is the most significant building in Banning from a Story Mode perspective. It is used as the meeting and interrogation site in By the Book. Some references identify it as the Walker & Sons Warehouse, while other descriptions simply call it the Dutch London warehouse. These names refer to the same mission location rather than two verified separate warehouses.

The building is mission-accessible during By the Book. Its interior should be treated as mission-only access rather than a generally enterable Banning business. After the mission, the exterior remains part of the open world, but the normal free-roam availability of the interior is not established by the sources consulted.

Residents, visitors and organisations

Banning has no securely documented permanent named resident. The district is better understood as a workplace and transit zone populated by ordinary industrial NPCs, drivers and port-related background workers.

Story-associated visitors

The following characters are associated with Banning because they appear at the Dutch London warehouse during By the Book:

They are mission visitors, not residents of Banning. The distinction is important because the mission’s presence does not make the warehouse a character home or faction headquarters.

Factions

The FIB, IAA and Merryweather are connected to events at the warehouse through the characters present and the mission’s plot. However, Banning is not established as a permanent FIB, IAA or Merryweather base. The warehouse is a temporary operational location for the events of By the Book, and Devin Weston’s appearance does not turn the building into a permanent Merryweather facility.

The same caution applies to criminal groups. Industrial districts and docks may be used by gangs or hostile NPCs during particular missions and Online activities, but no single gang is securely documented as controlling Banning as a whole.

Story Mode mission: By the Book

By the Book is Banning’s defining Story Mode appearance. It follows Three’s Company and begins when either Michael or Trevor receives a call from Steve Haines directing the player to the warehouse off Dutch London Street. The mission involves Michael, Trevor, Haines, Dave Norton, Devin Weston and Ferdinand Kerimov.

The Banning section is the opening phase of a mission that later moves to other parts of Los Santos and the surrounding area. Banning itself is used for the warehouse meeting and interrogation sequence. Michael and Trevor are brought together while Haines attempts to obtain information about Tahir Javan.

Access requirements

The mission can be initiated while playing as either Michael or Trevor.

Mission objectives

The complete mission moves beyond Banning, but its listed objectives include:

The warehouse objective is the part directly located in Banning.

Gold Medal requirements

The mission’s torture sequence contains four method-based gold requirements:

To pursue the full gold-medal set, use each of the four methods and monitor Mr K’s condition carefully. The sequence is deliberately interactive, and repeating a method can prevent the relevant gold-medal requirement from being satisfied.

Practical walkthrough

The warehouse sequence is fixed mission content. It is not a random encounter, procedural event or repeatable Banning activity in Story Mode.

Access requirements

  1. 01
    Complete Three’s Company.
  2. 02
Continue playing as Michael or Trevor until Steve Haines makes contact.
  3. 03
Travel to the marked warehouse off Dutch London Street in Banning.
  4. 04
Enter the warehouse to begin the mission sequence.

Mission objectives

  1. 01
    Go to the warehouse.
  2. 02
    Go to the house.
  3. 03
    Travel to Chumash.
  4. 04
    Find the target.
  5. 05
    Go to the airport.

Practical walkthrough

  1. 01
Arrive at the warehouse. Follow the yellow route to the industrial building off Dutch London Street. The mission begins when the required characters are gathered at the site.

Practical walkthrough

  1. 01
Watch the opening conversation. The mission establishes the relationship between Haines, Norton, Weston, Michael and Trevor. There is no combat requirement in the initial approach, so do not create unnecessary trouble before entering.

Practical walkthrough

  1. 01
Choose the torture tools carefully. If you are pursuing gold, use one different method for each of the four method objectives. Keep an eye on the heart monitor and stop when the game indicates that the target’s condition is becoming critical.

Practical walkthrough

  1. 01
Switch to Michael for the investigation. The mission then changes from the warehouse sequence to Michael’s search for the suspect. Follow the prompts through the house and on to Chumash.

Practical walkthrough

  1. 01
Complete the identification and assassination section. Do not attack the wrong person. Mission failure can result from killing an innocent party guest or allowing the target to escape.

Practical walkthrough

  1. 01
Finish as Trevor. The mission concludes with Trevor taking the target to the airport. The Banning section is not the whole mission, so do not treat leaving the warehouse as the end of the objective chain.

GTA Online differences

GTA Online note: Banning retains its industrial geography, but Online adds repeatable activities that can use nearby docks and storage areas. One documented supplies-steal scenario places Los Santos Triad supplies at a dock south-east of Dutch London Street in Banning. The player must locate and recover the supplies, then return them to a bunker.

This activity should not be confused with the Story Mode warehouse in By the Book. The Online supply location is a variable mission scenario and may be one of several possible locations. It does not establish the dock as a permanent player-owned property, a fixed gang headquarters or a new Banning subarea.

Ordinary NPCs and traffic

Banning’s ordinary population is mostly environmental rather than story-driven. Expect industrial pedestrians, motorists, delivery traffic and workers around the larger roads and service areas. The district does not have a named civilian cast comparable to Grove Street, Mirror Park or Sandy Shores.

Traffic is generally more useful as a navigation clue than as a gameplay system. The broad roads and industrial access points make the area suitable for:

There is no verified Banning-specific police station, fire station, hospital or public transport terminal. Police response is handled by the normal Los Santos law-enforcement system rather than by a special district mechanic.

Law enforcement and hazards

Banning has no special wanted-level rule. Police respond normally to crimes, gunfire, vehicle theft and mission-related violence. The main practical hazards are environmental:

During By the Book, the largest risks are mission failures rather than free-roam hazards. These include allowing Dave Norton or Mr K to die, abandoning mission vehicles or destroying the required vehicles, and killing the wrong target during the later investigation.

Collectibles, shops and services

No verified Banning-specific collectibles were identified in the sources consulted. The same applies to conventional player services such as:

This should not be read as proof that no decorative vending machines, inaccessible storefronts or generic industrial props exist. It means that no reliable source established them as distinct Banning services or named collectible placements.
