About this guide

Scope: Grand Theft Auto V Story Mode, with clearly labelled notes for GTA Online. Spoiler warning: This guide discusses Curtis Weaver’s Bail Bond mission, collectibles and the camp’s hostile encounters.

Overview

Dignity Village is a small, unofficial settlement in northern Blaine County, built around a hidden homeless camp near Procopio Beach. It sits just inland from the Pacific coast, east of Paleto Bay and beneath the northern approaches to Mount Chiliad and Mount Gordo. Although the name appears on the in-game map, Dignity Village is not a conventional town or municipal district. It is better understood as a tent village and commune connected to the Great Ocean Highway by a short access route beneath the railway.

The location is easy to miss. Drivers on the highway can pass close to it without seeing much more than scrubland, railway infrastructure and the coastal landscape. Inside, however, the camp contains tents, makeshift buildings, sheet-metal fencing, signs, fires, NPC residents and several small decorative structures. In Story Mode it has little effect on the main plot, but it is relevant to one of Maude Eccles’ Bail Bond targets, one Letter Scrap and a Health pickup.

The settlement’s name is deliberately ironic. Its inhabitants include homeless people, runaways, anti-capitalists, anarchists and other outsiders who have rejected ordinary society. Their slogans and improvised surroundings give Dignity Village a political and counter-cultural identity, but the game does not turn the camp into a full faction or an organised criminal base.

Location and boundaries

The named area

Dignity Village lies in northern Blaine County near Procopio Beach. The camp is positioned off the main coastal route, with the railway and road infrastructure helping conceal it from passing traffic. The entrance is reached through an underpass or short passage branching from the highway. One mural in the underpass carries the phrase, “The revolution will not be televised”, reinforcing the settlement’s political and anti-establishment tone.

The precise wording used by different references varies. Some describe the road as the Great Ocean Highway or Route 1, while others refer more broadly to the Senora Freeway. These descriptions should not be treated as separate locations. In practical gameplay terms, the relevant boundary is the hidden camp immediately off the northern coastal highway, together with the access underpass and the nearby approach road.

The wider landscape around the settlement is much larger than the built camp itself. Dignity Village is bordered or visually framed by:

These are neighbouring geographic features, not subareas of Dignity Village. Paleto Bay, Procopio Beach, Mount Chiliad and Mount Gordo should therefore be kept separate when describing the location.

Verified included elements

No separately named neighbourhoods or villages are verified inside Dignity Village itself. The area is a compact settlement rather than a district containing multiple named quarters.

Dignity Village proper

The terms “main camp”, “entrance” and “eastern bridge” are useful descriptive labels, but they are not established in-game district names. They should not be mistaken for official subarea names.

How to reach Dignity Village

From Paleto Bay

This is the most natural approach because Paleto Bay is the closest substantial settlement to the west. The camp’s position means that players who remain on the main highway may overlook it.

From Mount Chiliad

Descend from the northern or north-eastern side of Mount Chiliad and connect with the coastal road. Dignity Village is below the mountain’s northern approaches, but the settlement itself is not a mountain trail camp. The final approach should be made using the road and underpass rather than attempting to drive directly down the slopes.

From Mount Gordo

Approach from the west along the northern coastal road. This route passes through the broader coastal landscape between Mount Gordo, Procopio Beach and Paleto Bay. The lighthouse and its island are nearby points of interest, but they are not part of Dignity Village.

Navigation directory

No verified internal shop, garage, taxi stop or public service operates in the camp. The settlement is an exploration site rather than a service hub.

Geography and camp layout

Dignity Village is composed of a small collection of tents, shacks and improvised communal structures. Rusty sheet-metal fences divide parts of the camp, while fires and scattered furniture create the impression of a semi-permanent settlement. A number of signs and painted slogans provide much of the location’s environmental storytelling.

The layout is compact enough to explore on foot. The entrance leads into the central camp, where tents and buildings are arranged around rough paths rather than paved streets. An eastern section includes a small bridge, while other shelters sit close to the camp’s perimeter. The settlement’s apparent poverty is intentional: there are no conventional houses, formal roads, branded stores or municipal facilities.

Named and visually identifiable camp elements

The slogans are environmental details rather than separate businesses, missions or factions. “Yes We Camp” is a visual joke based on the “Yes We Can” political slogan associated with Barack Obama’s 2008 presidential campaign. The underpass message references Gil Scott-Heron’s song “The Revolution Will Not Be Televised”.

Residents and ordinary NPCs

Dignity Village’s residents are generally presented as homeless people, tramps, runaways and political outsiders. They gather around fires, occupy the tents and react defensively when the protagonists intrude. Some NPCs verbally berate the player if approached, while others may become hostile if the player remains nearby or causes trouble.

They are not confirmed as members of a named gang in Story Mode. Their hostility should therefore be described as local NPC behaviour rather than gang control. They also do not function as a conventional mission-giving population. Most are background inhabitants used to establish the camp’s identity and atmosphere.

These are descriptive population groups, not individually named characters.

Named character associated with the camp

Curtis Weaver is associated with the settlement because he takes refuge there. He is not the leader of Dignity Village, and the available evidence does not establish a formal hierarchy, elected authority or named camp boss.

Vehicles and incidental equipment

A Police Bike may sometimes appear outside the entrance during the daytime. A Yankee-based Towtruck variant is also usually found near one of the tents. These are environmental or random vehicle spawns, not permanent camp services. Their appearance can vary by mode, time and game state.

The camp has no verified vehicle shop, repair facility, vehicle storage property or purchasable garage.

Story Mode activities

Bail Bond 4: Curtis Weaver

Mission giver: Maude Eccles Playable character: Trevor Philips Activity type: Bail Bond / Hobbies & Pastimes Location: Dignity Village Requirement: Maude’s Bail Bond activity must have been unlocked after the relevant Story Mode progression, beginning with the mission chain connected to “Mr. Philips” 100% requirement: No Reward: $10,000 if Curtis is delivered alive, or $5,000 if killed

Curtis Weaver is the fourth and final fixed target in Maude’s Bail Bond series. Once Trevor receives the target information, Dignity Village becomes the destination. Curtis is armed and reacts aggressively when Trevor calls out to him. He fires several shots before attempting to flee uphill towards the road.

Walkthrough

Curtis has no bodyguards in this encounter, making the capture relatively straightforward once his initial shots are handled. The main danger is allowing him to reach the road, where traffic or uncontrolled gunfire can kill him and reduce the payment.

Practical capture advice

Capturing at least one Bail Bond target alive unlocks the “Wanted: Alive or Alive” achievement or trophy. The Bail Bond activities themselves are optional and are not required for 100% completion.

Letter Scrap

A Letter Scrap is located inside Dignity Village. The commonly documented route is to enter the camp, turn left and then right towards a tent or makeshift building marked by a “Social Justice for All” banner. The scrap is found in or near the doorway, close to a Health pickup.

Collection steps

The Letter Scrap is part of the wider Story Mode Letter Scrap set. Dignity Village contains one placement, not a separate local collection.

Health pickup

A Health pickup can be found in the doorway of one of the camp’s makeshift buildings. It is close to the Letter Scrap location. This is a fixed environmental pickup rather than a shop or permanent medical facility.

Walkthrough

  1. 01
Switch to Trevor after the Bail Bond activity is available.
  2. 02
Read Maude’s message and travel to Dignity Village.
  3. 03
    Enter through the railway underpass.
  4. 04
Move carefully through the camp and locate Curtis.
  5. 05
Expect Curtis to fire first when Trevor identifies him.
  6. 06
Use cover around the camp structures.
  7. 07
Stop Curtis with the Stun Gun for the safest non-lethal capture.
  8. 08
If necessary, shoot him in the leg rather than using lethal fire.
  9. 09
Once he surrenders, place him in a vehicle.
  10. 10
Drive him back to Maude’s trailer.
  11. 11
Collect the higher reward for delivering him alive.

Collection steps

  1. 01
Enter Dignity Village through the underpass.
  2. 02
Move into the camp and take the left-hand route.
  3. 03
Turn right towards the tent or building with the “Social Justice for All” banner.
  4. 04
Search the doorway and immediate interior.
  5. 05
Collect the Letter Scrap and Health pickup.

Law enforcement and security

Dignity Village has no verified permanent police station, sheriff’s office, private security service or formal camp guards. Its main security feature is geographical concealment. The camp is hidden from the main road and protected more by isolation, rough fencing and the residents’ hostility than by organised security.

A Police Bike may spawn outside the entrance, but this does not establish a police outpost. During the Curtis Weaver activity, the relevant threat comes from Curtis himself and from any police response generated by the player’s behaviour.

Security directory

Do not confuse the local NPCs with a named gang. GTA Online can introduce separate combat encounters in the same physical space, but those should be treated as activity-specific spawns.

Note

GTA Online note: The following content is separate from Trevor’s Story Mode Bail Bond activity.

GTA Online differences

Dignity Village is used for the Commune deathmatch in GTA Online. It can also host a Gang Attack. Depending on the activity and session, the Gang Attack may involve groups such as the Wei Cheng Triad, Armenian Mafia or Professionals. These are mission or event enemies, not permanent residents of the camp.

An Action Figure is also documented in GTA Online at the camp, placed on top of a weathered sofa. This is separate from the Story Mode Letter Scrap and Health pickup.

Online-only or Online-relevant directory

The exact availability of Online jobs can depend on the player’s session, job selection, Rockstar-created content and game version. The camp itself remains a free-roam location.

Businesses, shops and properties

Dignity Village contains no verified functional shop, restaurant, weapon store, clothing shop, garage, property purchase point or safehouse.

The tents and communal structures are scenery and environmental storytelling. They should not be described as enterable businesses merely because they resemble shelters or buildings. The camp’s Health pickup is an item placement, not a medical service.

Exploration route

A useful first visit combines the camp’s environmental details with its two Story Mode pickups.

If the Curtis Weaver activity is active, complete the mission before lingering in the camp. Curtis’ escape path and the presence of armed NPCs can make a casual sightseeing route more dangerous.

Exploration route: steps

  1. 01
Begin at Paleto Bay and travel east along the coastal highway.
  2. 02
Locate the railway underpass and enter Dignity Village.
  3. 03
Read the entrance signs and inspect the underpass mural.
  4. 04
Follow the main path into the central camp.
  5. 05
Search the tent or building marked by “Social Justice for All”.
  6. 06
Collect the Letter Scrap and Health pickup.
  7. 07
Walk through the eastern part of the camp and inspect the small bridge.
  8. 08
Look at the “Capitalism is Crisis” sign, fires, fences and communal shelters.
  9. 09
Check the area near the tents for the possible Towtruck.
  10. 10
Leave by the same underpass and continue towards Procopio Beach or Paleto Bay.

Hazards and secrets

Resident aggression

Some residents may insult or confront the player. Drawing a weapon, attacking people or lingering too close can escalate the encounter. This is local NPC behaviour and not evidence of a permanent faction war.

Curtis Weaver’s escape

During the Bail Bond activity, Curtis can reach the highway. This creates a risk of traffic-related death or an accidental lethal outcome. A Stun Gun and a vehicle positioned near the camp make the capture safer.

Hidden entrance

The settlement’s most important navigational secret is its concealment. It is not prominently exposed beside the main road. Search for the underpass rather than expecting a conventional town entrance.

Collectible confusion

The Letter Scrap in Story Mode and the Action Figure in GTA Online are different collectibles. They should not be combined into one item list. Likewise, the Story Mode Health pickup is not an Online service.

Lore and real-world inspiration

Dignity Village shares its name and broad concept with a real homeless settlement in Portland, Oregon. The GTA version uses similar visual ideas, including tents, homeless residents and a large settlement sign, but it remains a fictional location within San Andreas.

The camp’s slogans create a compressed parody of protest culture and anti-capitalist politics. “Yes We Camp” echoes a political campaign slogan, while “Capitalism is Crisis” and “Social Justice for All” establish the settlement’s worldview without requiring a formal exposition scene. The game presents the camp through environmental details, NPC reactions and satire rather than through an extensive faction storyline.
